The Director of Communications for the United Party (UP), Solomon Owusu, has welcomed the Constitution Review Committee’s (CRC) proposal to cap the number of ministers at 57.

He asserts that an administration’s efficiency is not tied to the number of ministers, but rather their quality and ability to transform the economy.

Speaking on TV3’s BigIssue segment of the NewDay morning show on Wednesday, January 7, 2026, Owusu stated that having many ministers does not guarantee economic transformation.

“Capping ministers at a maximum of 57 is a good move. We don’t need over 100 ministers like the last administration had. What’s the point?” he quizzed.

His comments follow the Constitution Review Committee’s proposal for a constitutional amendment to cap the total number of ministers at 57, which would include all ministers of state, deputy ministers, and regional ministers.

This number is derived from the existing constitutional provision (Article 76(1)), which already limits the number of Cabinet ministers to a maximum of 19.

The Prof. Henry Kwasi Prempeh-chaired CRC’s proposal is to restrict the total number of all ministers to three times the number of Cabinet ministers (3 x 19 = 57) through an amendment to Article 78(2).

In his comments, the UP’s Director of Communications cited the Akufo-Addo administration’s 123 ministers, which didn’t impact the economy, saying that highlights the non-performance of the ministers.

He emphasised that progress is highly based on quality people in positions, not just filling spots for party apparatchiks.

“We had 123 ministers and inflation hit 54%. It means they weren’t working. It’s not about quantity, it’s about quality,” he stated, explaining that “one person’s quality can do the job of 13.

“Currently, they have about 55 ministers, so it’s not about numbers, it’s about quality. The quality of ministers will determine the country’s prosperity,” Owusu explained.

The UP Communications Director stressed that Ghana needs competent ministers to drive economic growth, rather than merely increasing numbers. The CRC’s proposal aims to ensure effective governance through quality leadership.
