Three persons have petitioned the Criminal Investigations Department of the Ghana Police Service to investigate the alleged impersonation of former Dome-Kwabenya MP, Sarah Adwoa Safo in Parliament.
The petitioners are Emmanuel Kotin, Godwin Ebo Buckman and Dr Ramzy Innusah. They say the facts must be established to either make whoever impersonated the former MP face the full rigours of the law, or exonerate Adwoa Safo.
The petition focuses on whether Adwoa Safo was the person seen in the House when the 2022 Budget was being approved in November 2021.
One of the petitioners, Ebo Buckman, speaking on Ghana Tonight on TV3 on Tuesday, September 15, 2026, explained the need for the petition to help bring closure on the issue.
He explained that the recurring nature of the issue does not speak well of the nation’s democracy and the characters involved.
“Since the allegation started coming out, every now and then, this issue comes up for public discussion so it is important this is settled once and for all,” he stated.
He argued the matter has been recurring “because it is an issue that borders on the integrity of our democracy itself, Parliament and even the integrity of the leadership of NPP, Adwoa Safo and all those that are connected”, stressing on the need to “deal with this once and for all.”
According to Buckman, they decided to escalate the matter from the level of allegation to investigation to ascertain whether the lady in the video was indeed Adwoa Safo.
The controversy dates back to 2021 when Adwoa Safo, who was also the Minister of Gender, sought leave of absence from Parliament for personal reasons.
President William Addo Dankwa Akufo-Addo, extended her leave in October 2021 and directed the then Minister of Sanitation and Water Resources, Cecilia Abena Dapaah, to act as caretaker.
Adwoa Safo’s prolonged absence became a major political issue in early 2022.
A masked MP spotted behind the Majority Leader during proceedings sparked claims that she was impersonated when the 2022 Budget was being approved in November 2021.
The Budget had earlier been rejected on November 27 after the then Minority walked out, before being reversed three days later.
Her colleague lawamer, Kennedy Ohene Agyapong, who represented the Assin Central constituency in the Central region, defended her in February 2022, saying she supported E-Levy and was being victimised by some party elements who were pushing an agenda.
Then Minority Leader, Haruna Iddrisu, later questioned the quorum, saying Majority had less than half, including Adwoa Safo.
However, Adwoa Safo later rejected the impersonation claims, saying she was present during the votes on the motion approval of the Budget.
But, Buckman said despite her denial, many Ghanaians still have doubts, informing their decision to petition the security agencies which he says have what it takes to unravel the truth even after passage of time.
“With passage of time, we still want to believe that the security agencies still have what it takes to be able to unravel the truth or otherwise about this whole issue,” he stated.
He said if it is established that the lady in the video was not Adwoa Safo, the law should take its course, and if it was her, the matter can be put to rest.
“…if we are able to establish that indeed the lady in that video is not Adwoa Safo, then what has to be done according to law, would be done. If on the other hand, it happens that the lady was Adwoa Safo, then the lady can be put to rest,” he stated.
