The Office of the Special Prosecutor (OSP) says its investigation into the contracts between Strategic Mobilisation Ghana Limited (SML), the Ghana Revenue Authority (GRA) and the Ministry of Finance saved the State GH¢5.73 billion.
The disclosure is contained in its half-yearly report covering January 1 to August 31, 2026.
“The OSP investigation saved the Republic an aggregate of Five Billion Seven Hundred and Thirty Million Nine Hundred and Seventy-Five Thousand Three Hundred and Fifty-Four Cedis Forty-Two Pesewas (GH¢5,730,975,354.42),” the report stated.
According to the report, the accused persons in the case also sought to deprive the state of a further US$2.79 billion through what it describes as false claims.
The OSP says its investigations found that there was no genuine need for contracting SML to provide revenue assurance services in the downstream petroleum sector, upstream petroleum and the minerals value chain.
It avers the contracts were awarded through “self-serving official patronage” based on unverified claims that SML possessed sophisticated technology for audit services.
The report further indicate the contracts were attended by “egregious statutory breaches,” with mandatory approvals under procurement and other laws disregarded.
The OSP indicated that it is currently prosecuting eight criminal cases, including The Republic v. Mustapha Abdul-Hamid & Nine Others, involving the former Chief Executive Officer of the National Petroleum Authority. That case involves 54 counts, including extortion and money laundering involving over GH¢291 million and US$332,000.
On the SML case, the report listed two entries concerning former Finance Minister Kenneth Nana Yaw Ofori-Atta and another accused person who have been declared fugitives.
The Office said extradition processes have been initiated to secure their return to face trial.
The report also listed about nine civil cases filed against the OSP in the course of its anti-corruption work, including defamation suits and human rights applications, which it said shows that corruption fights back when it is fought.
