The Secretary of the Military Service, Air Commodore Nana Adu-Gyamfi has told an Accra High Court that the third accused in the ambulance procurement trial was not released honourably from the service.

Lawyers of Richard Jakpa, served subpoenas on the Chief of Defense Staff and Military Secretary to testify regarding documents submitted by the prosecution which asserted that the businessman was dismissed from the military in 2007 for unsatisfactory performance and failure to pass promotional exams.

When the case was called, lead counsel for the Chief of Defense Staff indicated that the CDS was absent because he had not been served with the notice.

In court on Thursday, July 18, the Military Secretary noted to the court that Richard Jakpa had been cited for consistent indiscipline, unprofessional behaviour and indebtedness.

Air Commodore Nana Adu-Gyamfi submitted two special reports from the Military in May 2004 and 2007 which was admitted into evidence.

Lawyers for the third accused had requested for the documents as part of the subpoena.

He averred those consistent disciplinary issues with Richard Jakpa led to his release from the Military in 2007.

“His service for the colours have been largely unsatisfactory marked by consistent fraudulent conduct, abrasiveness and general indiscipline.”

Asked by the Attorney-General, Godfred Yeboah Dame, if Richard Jakpa was honourably released per the letter, the Military Secretary responded in the negative, explaining that if he had been released honourably, the letter would have said so.

“The article that was quoted in the release letter, he was released but not honourably, Air Commodore Adu-Gyamfi asserted.

During his cross-examination, Richard Jakpa affirmed in court that he was released honourably.

The Military Secretary was discharged after completing his testimony.

Next to testify will be former Health Minister, Alex Segbefia on Tuesday, July 23.
