The Minister of Education, Haruna Iddrisu, has constituted a three-member committee to investigate the allegations presented by the University Teachers Association of Ghana (UTAG) against GTEC’s leadership.

UTAG, at a press conference on Monday, April 13, 2026, gave the government a 14-ultimatum to sack the Director-General of the Ghana Tertiary Education Council (GTEC), Prof. Abdulai Jinapor, and his deputy.

They had accused the GTEC leadership of regulatory overreach, issuing unilateral directives, and adopting what it describes as a coercive administrative style.

The Association, at a press briefing in Accra on Monday, called for the immediate withdrawal of a circular issued by GTEC on September, which discredited some institutions.

“UTAG respectfully calls on the President for the following reliefs. The Director-General and Deputy Director-General of GTEC must be relieved of their current roles in order to restore confidence in the tertiary education sector and reset regulatory posture.

“Government must urgently operationalize the Education Regulatory Bodies Act, 2020 (Act 1023) through a clear and unambiguous Legislative Instrument (LI), including mandatory consultative rule-making, clear limits on interference in internal governance, and a transparent appeals mechanism against regulatory decisions.

“GTEC circulars dated 30 September 2025 and 1 October 2025 should be withdrawn with immediate effect and subjected to structured stakeholder consultation and harmonization with existing legal frameworks and negotiated Conditions of Service,” UTAG National President, Prof. Vera Fiador said.

In a statement issued by the Minister on Tuesday in response to the press conference, the Minister appealed to the concerned parties to exercise restraint and cooperate with the committee in its work.

The Ministry of Education has taken note of the concerns raised by the University Teachers Association of Ghana (UTAG) at their recent press conference.

To ensure informed decision on UTAG’s concerns, the Honourable Minister for Education has constituted a three-member committee to investigate UTAG’s allegations and related matters and make appropriate recommendation for the consideration of His Excellency President John Dramani Mahama.

The committee is chaired by the Deputy Minister for Education, Honourable Clement Apaak, and is composed of Professor George K.T Oduro, Technical Advisor to the Ministry of Education, and the Board Chairman of the Ghana Tertiary Education Commission (GTEC) Professor Mahama Duweijua.

The Ministry wishes to appeal to all parties concerned to extend their full cooperation to the committee as it undertakes this important assignment. We remain committed to constructive dialogue and to resolving all outstanding issues in the best interest of tertiary education in Ghana.Signed by:
