The National Housing Fund (NHF) together with financial institutions, housing developers, development partners and other stakeholders have adopted a resolution to address Ghana’s housing finance challenges.
The initiative forms part of the National Conference on Housing Finance 2026, held at the Mövenpick Ambassador Hotel in Accra from October 7 to 8, under the theme, “Adequate Housing for All: Innovative Financing for Ghana’s Housing Future.”
The conference brought together government representatives, financial institutions, housing developers, development partners, regulators, employers, labour organisations, academia and civil society to discuss practical solutions to Ghana’s housing finance challenges.
The NHF together with other participants made a declaration to remain committed to the implementation the resolutions discussed.
“We, the National Housing Fund, workers’ organisations, housing developers, and participating stakeholders assembled at the National Conference on Housing Finance 2026, having deliberated on the opportunities and challenges confronting housing finance in Ghana, hereby adopt this Communiqué and commit ourselves to the implementation of the resolutions and actions contained herein.”
In a communiqué adopted at the end of the conference on October 8, the NHF pledged to lead efforts to expand access to housing finance, promote innovative financing mechanisms and mobilise private investment into the housing sector.
The Fund also committed to developing risk-sharing, guarantee and de-risking mechanisms to improve access to financing for housing developers and prospective homeowners.
It said affordable housing finance products would be promoted to meet the needs of both formal and informal sector workers, alongside efforts to support social housing for vulnerable and underserved populations.
The Conference recognised the need for stronger collaboration, expanded access to housing finance, innovative financing solutions and effective implementation mechanisms to advance the national objective of adequate housing for all.
COMMITMENTS OF WORKERS AND LABOUR ORGANISATIONS
Workers and labour organisations commit to:
1. Promote responsible savings and financial planning towards homeownership and improved housing outcomes.
2. Participate actively in housing finance programmes designed to expand access to adequate housing.
3. Support the development of worker-centred housing finance solutions that reflect the realities of both formal and informal employment.
4. Collaborate with Government, Ghana Real Estate Developers Association NHF and financial institutions in developing sustainable pathways to affordable housing.
5. Advocate for inclusive housing policies that ensure no worker is excluded from opportunities for decent and affordable housing.
COMMITMENTS OF GHANA REAL ESTATE DEVELOPERS’ ASSOCIATION
Ghana Real Estate Developers Association commit to:
1. Promote the use of appropriate local materials for the delivery of housing in Ghana.
2. Inject efficiency into the housing delivery process to reduce construction cost and house prices.
3. Adopt green and resilient building practices in the delivery of housing to reduce home ownership costs and improve healthy and decent living.
4. Collaborate with Government, NHF, financial institutions, workers and employers to develop affordable housing schemes.
COLLECTIVE COMMITMENT
All stakeholders committed to strengthening collaboration across the housing finance ecosystem and working together to remove barriers to affordable housing delivery in Ghana.
The Conference affirmed that achieving “Adequate Housing for All” requires coordinated action addressing finance, land administration, planning, infrastructure, affordability, sustainability and institutional effectiveness.
The Conference further commits to translating these resolutions into measurable actions, tracking progress periodically and sustaining dialogue among stakeholders to build an accessible, affordable, sustainable and inclusive housing finance system for Ghana.
The Conference charged NHF to coordinate the implementation of the commitments and track progress.
