The Ministry of Education has responded to concerns raised by the National Union of Ghana Students (NUGS) over the composition and inauguration of the Governing Board of the Scholarship Authority, insisting that all relevant stakeholders were consulted during the law’s formulation.
In a press statement, the Ministry said it had “taken note of a recent press statement issued by the National Union of Ghana Students (NUGS) regarding the composition and inauguration of the Governing Board of the Scholarship Authority.”
According to the Ministry, extensive consultations were carried out before the legislation establishing the Scholarship Authority was finalized. These engagements, it said, involved “all critical stakeholders within the education value chain,” including student bodies, civil society organisations and other key education sector partners.
“We wish to state unequivocally that during the drafting and consultation phases leading to the formulation of the legislation establishing the Scholarship Authority, all critical stakeholders within the education value chain were duly engaged,” the statement said.
The Ministry explained that the consultative process led to a consensus that civil society organisations would serve as the umbrella representation on the Governing Board, under which NUGS is duly represented in line with the law.
“Through this inclusive process, it was concluded that civil society organizations will be the umbrella body on the Governing Board. Accordingly, the National Union of Ghana Students (NUGS) is rightfully represented on the Board in accordance with the provisions of the law,” the Ministry noted.
The statement further urged the current leadership of NUGS to seek clarification from their predecessors to better understand the representation arrangement and the processes that led to it.
“We encourage the current leadership of NUGS to engage with their immediate past leadership to fully acquaint themselves with the details of this representation and related processes,” it added.
Reaffirming its commitment to good governance in the education sector, the Ministry stressed that it remains open to collaboration with all stakeholders.
“The Ministry of Education remains firmly committed to transparency, inclusiveness, and collaborative governance in the management and development of Ghana’s education sector,” the statement said, adding that it values “the constructive contributions of all stakeholders” in efforts to advance quality and accessible education nationwide.
