The Office of the Attorney-General and Ministry of Justice has instructed JA Plant Pool Ghana Limited, a supplier of heavy-duty trucks, to refund a US$2 million that was paid to the company in excess of the agreed payment for the supply of equipment under the DRIP.

In 2024, the company provided heavy-duty trucks to the government as part of the District Road Improvement Programme (DRIP), an initiative aimed at distributing machinery across the country’s districts to enhance road infrastructure development.

According to Dr. Ayine, despite the project being valued at US$176 million, a report compiled by the Operation Recover All Loot (ORAL) committee, which underwent investigation by the National Intelligence Bureau (NIB), revealed that JA Plant Pool Ghana Limited received a payment of US$178 million.

Speaking to the media on Wednesday, October 22, 2025, to update on the ORAL cases, he disclosed that the meticulous review being conducted by his office in collaboration with seasoned lawyers, aimed at limiting potential avenues for defence counsel to secure acquittals during prosecutions, brought this discrepancy to light.

“I’ll give another example, the District Road Improvement Programme (DRIP). We did the investigation, the preliminary report was returned to my office, I studied it, I gave directions as to what to do, and the investigators went back to do their work and they came back with a report that I can tell you has pinpointed certain acts of malfeasance that we are working on,” he disclosed.

Dr. Ayine explained that his office has instructed the company to reimburse the excess amount paid.

“In the case of DRIP, they were overpaid, that is J.A. Plant Pool was overpaid by US$2million. The contract sum was US$176million. When you examine the invoices of payment, it was US$178 million that was paid so right away, there was a difference of US$2million so we asked that that US$2m be paid back by J.A. Plant Pool.”

The DRIP incident is among the 12 reports submitted by ORAL that have been concluded by the National Intelligence Bureau (NIB) investigations.
