The Public Accounts Committee (PAC) has referred the Procurement Director at the Ministry of Tourism, Culture and Creative Arts, Anbella Selase Amevor, to the Attorney General for possible prosecution over the use of sole-sourcing in the award of three contracts.

The contracts, including the renovation of office space, reportedly exceeded the GH¢200,000 threshold required under the Public Procurement Act, yet were not subjected to competitive tendering or public advertisement.

The Committee said the procurement process breached provisions of the law governing public procurement.

“The Auditors are saying that there was procedural breaches of the Public Procurement Act and that you entered into three contracts and the request for quotation threshold of GHC200,000 and the Ministry failed to use the appropriate method of procurement of these contracts,” Chairperson of the Committee Abena Osei-Asare questioned Anbella Selase Amevor during sitting on Thursday, May 21, 2026.

Responding to the query, Procurement Director at the Ministry of Tourism, Culture and Creative Arts, Anbella Selase Amevor said the breach was an “oversight”, admitting that no public advertisement was made for the contract.

“Usually request of quotation goes for approval with the Head of entity and in the time, the spur of the moment there was an oversight which happened.

“We went through the Head of entity but we were required to advertise but we did not advertise. They have been executed. It has to do with the renovation of the office space. They were in a very bad condition,” she stated.

 The Deputy Ranking Member, Kwame Dzudzorli Gakpey concluded by referring the matter to the Attorney-General for possible prosecution of Anbella Selase Amevor.

“You will be referred to the Attorney-General for prosecution because you have breached the law and we are referring this matter to the Attorney-General,” he added.
