Director of Communications for the United Party (UP), Solomon Owusu, is calling on Parliament to impeach the Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin.

Owusu says Speaker Bagbin’s comments on the passage of the Human Sexual Rights and Family Values Bill, 2025, popularly known as the Anti-LGBTQ Bill, are disappointing and he should be removed from office as head of the Legislature.

Speaking on the Big Issue segment on TV3’s NewDay on Wednesday, June 3, 2026, Owusu noted that the Speaker’s comments on the passage of the Bill suggest he was the one impeding it all along.

His call comes on the back of Speaker Bagbin’s position that there must be consensus on the legislation for effective implementation and public acceptance.

Addressing journalists on Monday, June 1, Mr. Bagbin expressed surprise over Parliament’s decision to pass the Bill on Friday, noting that he had expected the House to commence only the consideration stage before he left the House.

According to the Speaker, a wide range of stakeholders, including development partners and the United Nations, had submitted memoranda and proposals on the legislation.

“In fact, when it was passed on Friday, it was even a surprise to me because I knew that they were going to start the consideration of the bill,” he stated.

Reacting to the Speaker’s comments, Solomon Owusu noted that Mr. Bagbin needs to be ousted as head of the Legislative House.

“Now I come to Speaker Bagbin, so disappointing and I believe that Parliamentarians must as a matter of urgency, actualise Article 95 (d) to remove him from office because he has proven to us that he only blows hot and cold, he doesn’t mean what he says,” he noted.

He recounted Bagbin’s commentaries on the Bill so far, which pushed for its passage to be expedited, saying his recent comments are inconsistent with what many have known him for.

“Speaker Bagbin told the clergy that he was happy that the Pope has said that no Bishop must preside over gay marriage and that not under his watch will Ghana not pass the LGBTQ law and they will pass, he was in a hurry, he assured them.

“Now Speaker Bagbin went to Senya Bereku East, somewhere January this year, and promised Nananom there that he was prepared to put his life on this LGBTQ. Now Speaker Bagbin just in this April, admonished Parliamentarians to fast track the passage of the LGBTQ,” he recounted, indicating he doesn’t understand why he is now opposing the passage.

He questioned why the Speaker should be surprised that the Bill has passed, saying the MPs should rather earn his praise rather than criticising them.

“How can you be surprised?” he quizzed.

“Something that you have been yearning for, you must be praising them, not knowing all along Speaker Bagbin was the one sitting on the passage of the LGBTQ.”

Meanwhile, the Speaker has directed that the Bill be resent to Parliament for reconsideration.
