The Attorney-General has filed witness statements from three former board members of the Ghana Infrastructure Investment Fund (GIIF) who all deny approving any funding for the contentious Sky Train project. 

The High Court, Accra, received these statements as part of Case No: CR/0448/2025, in a case where The Republic is prosecuting Solomon Asamoah, former Chief Executive Officer of GIIF and Professor Christopher Ameyaw Akumfi, former board chairman of GIIF for wilfully causing financial loss to the state.

In witness statements sighted by 3News.com, Yvonne Odoley Sowah, who served as a GIIF Board Member from 2017 to 2021, explicitly stated that during her tenure, Solomon Asamoah, the former CEO, did not submit any document to the Board for the approval of the Sky Train project. She further confirmed that the Board never approved the Sky Train Project, nor did it approve the disbursement of any monies under this project. Her statement was dated May 28, 2025.

Similarly, Nana Afua Kyerewaa Ababio, a banker from Ashanti Mampong who also served on the GIIF Board from 2017 to 2020, corroborated these claims. She stated that based on her review of board documents, there was no formal request from GIIF management to the Investment Committee—a sub-committee of the Board—for consideration of the Sky Train project. 

Consequently, she confirmed there was no recommendation from the Investment Committee to the full Board for the project’s approval. 

Nana Afua Kyerewaa Ababio also asserted that she was not aware of any formal presentation, proposal, or resolution regarding the project being brought before the full Board for a decision. 

She concluded that there was no approval by the Board for the disbursement of any funds related to the Sky Train project during her tenure. Her statement was dated May 30, 2025.

On her part, Cecilia Gambrah, a native of Fumesua, Ashanti Region, who also served on the GIIF Board from 2017 to 2020, likewise denied approving any funding for the Sky Train project. 

Her witness statement, dated June 2, 2025, asserts that “To the best of my recollection, the Board did not approve any funding for the Sky Train project during the period of my service.”

All three former board members signed statements of truth, verifying that their statements were true to the best of their knowledge and belief. 

Background

The Accra Sky Train project, initiated in 2018 under the Ministry of Railways Development, aimed to establish a 194-kilometre urban rail system on a design, build, finance, and operate basis. 

However, the project never saw the light of day despite $2 million being spent.

In 2025, the Attorney General and Minister for Justice, Dr. Dominic Ayine, charged former CEO Solomon Asamoah and former Board Chairman Professor Christopher Ameyaw-Akumfi with conspiracy to commit a crime and willfully causing financial loss to the state.
