The Gender-Based Violence Court in Sekondi, presided over by Her Honour Mrs. Naa Amerley Akowah, has granted bail to Issa Morro (58) and Abdul Rashid (27), the two accused persons standing trial for the alleged assault of a 12-year-old boy at New Ankasa.
Bail was set at GH¢50,000, with two sureties, one of whom must be either an Assembly Member from New Ankasa or an officer of the Municipal Assembly. The court also directed the accused to report weekly to the Elubo Police Station as part of the bail conditions.
Plea Bargain Application
The defense counsel, Enoch Alla-Mensah, informed the court that a plea bargain application has been filed at the Attorney- General’s Office.
According to law procedure, the court adjourned the case for 30 days to allow for the outcome of the plea discussions which include, the court considering reducing the charges to a lesser offense.

The accused persons currently face charges of conspiracy to commit crime, causing harm and causing unlawful bodily harm.
The case has been adjourned to 25th July, 2025 for further hearing.
Case Management Conference
On 21st July 2025, the prosecutor, Chief Inspector Vicentia Ewoenam Atitsogbui, filed all necessary disclosures which includes accused persons’ caution and charge statements, witness statements and exhibit statements.
Background
The incident occurred at New Ankasa, a farming community near the Ghana–Côte d’Ivoire border. The accused persons were allegedly involved in the physical torture of a 12-year-old boy, leading to visible bodily injuries with the offense that the 12-year-old had allegedly stolen GHC200.
Following a citizen’s arrest, they were handed over to the Elubo Police, with the case later referred to the Western Regional Police Headquarters, and eventually to the Sekondi DOVVSU for further investigation and prosecution.
