The Executive Director of the Centre for Environmental Management and Sustainable Energy (CEMSE), Mr. Benjamin Nsiah has proposed to the government to allocate $100 million in the upcoming 2026 national budget to support the purchase of crude oil for the Tema Oil Refinery.
The government earlier announced its plans to restart crude oil refining at Tema Oil Refinery (TOR) by the end of this year.
This is an initiative aimed at reducing Ghana’s annual $10.2 billion oil import bill, conserving foreign exchange, and stabilizing domestic fuel prices.
Speaking to 3Business on the 12th of November, 2025, Mr. Benjamin Nsiah emphasized the need for strong government backing to ensure TOR’s sustainable and efficient revival.
He mentioned that, ‘For us to be able to refine properly and effectively the Ministry of Finance and the Ministry of Energy and Green Transition must commit themselves to ensuring that Tor refines and refines effectively in the financial year 2026’.
