The affidavit filed by the Office of the Special Prosecutor (OSP) in connection with the former Sanitation and Water Resources minister’s matter according to Martin Kpebu is stronger enough to give “Cecilia Dapaah a real showdown.”
The private legal practitioner says the OSP’s resilience on the matter is worthy of applause, especially when he re-seized the respondent’s assets and refroze her bank accounts.
Mr. Kpebu told Alfred Ocansey on Ghana Tonight Tuesday, August 19, 2023, that since the amount discovered by the OSP at its search at the former minister’s house does not commensurate her income, it smacks corruption, especially when she has not been able to provide the source.
“So, this is a much stronger application that looks set to give Madam Dapaah a real showdown. So is good and we must really laud the OSP for the resilience. Yes, this what we expected and Mr. Kissi Agyebeng didn’t waste time in re-seizing the currency and that’s the application for currency so that’s great.
“It points in the direction of corruption and corruption related offences, because as it were, you would see that these monies are not supported by Madam Dapaah’s income that’s the key thing.
“How did she come by that money, what business did she do to earn that income. So, once she’s not able to explain her source of wealth, then we are in the realm of corruption and corruption-related offences,” Mr. Kpebu explained.
He continued that the former minister’s inability to disclose the source of the money also characterises it as a bribe.
“…Because they look like bribe because she can’t explain and what is it that she can’t explain.
Sometimes we just have to be playing, that is what it is. We’ve been saying it from day one, if Madam Dapaah had any business that could earn her that money, by now she would have quickly put that information out there because it doesn’t serve her purpose or serve her interest for er to sit like a lame duck and then she will be run at ground and only later seek to explain.
“No, it just didn’t add up. Once she wasn’t providing answers at all, it was going in the realm of bribery and corruption and that’s what so far it is looking like,” he added.
Madam Dapaah is facing corruption and corruption-related allegations after reporting of huge sums of monies stolen from her Abelemkpe residence for which 8 persons are standing trial for.
