Lawyers for the former Chief Executive Officer of the National Petroleum Authority, Mustapha Abdul-Hamid have stated that their client is innocent of all allegations leveled against him by the Office of the Special Prosecutor (OSP).

According to HAY and Partner at Law, their client is ready to contest the allegations in court.

“…our client denies all the allegations against him contained in the said publication and press release. That, our client is ready to contest all the allegations in the court of law and defend his good name,” they wrote in a press release dated July 17.

The press release is in reaction to an earlier one issued by the OSP.

The OSP announced that it had filed charges against Mustapha Abdul-Hamid, alongside nine other individuals and three corporate entities, in connection with an alleged sprawling corruption scheme totaling over GH₵280 million.

The charges, including multiple counts of extortion and money laundering, have been filed before the High Court (Criminal Division) in Accra.

The accused persons are:

  1. Mustapha Abdul-Hamid – Former Chief Executive Officer of the NPA
  2. Jacob Kwamina Amuah – Coordinator of the Unified Petroleum Pricing Fund (UPPF) at NPA and Managing Director of three corporate entities (Propnest, Kel Logistics, and Kings Energy)
  3. Wendy Newman – NPA staff
  4. Albert Ankrah – Director, Kel Logistics Limited
  5. Isaac Mensah – Director, Kel Logistics Limited
  6. Bright Bediako-Mensah – Director, Kel Logistics and Kings Energy Limited
  7. Kwaku Abagye Acquah – Director, Kings Energy Limited
  8. Propnest Limited
  9. Kel Logistics Limited
  10. Kings Energy Limited

The charges stem from investigations initiated by the OSP in late 2024 into alleged unlawful conduct, including the diversion of public funds and collusion with oil marketing and bulk distribution companies.

According to the OSP’s statement dated July 17, 2025, between December 2022 and December 2024, the first three accused persons—Mustapha Abdul-Hamid, Jacob Kwamina Amuah, and Wendy Newman—allegedly orchestrated and operated a criminal extortion scheme.

Through this scheme, they unlawfully collected GH₵280,516,127.19 from petroleum transporters and oil marketing companies.

The OSP alleges that the scheme, initiated by Abdul-Hamid and implemented by Amuah and Newman, lacked any lawful mandate and exploited their positions within the NPA.

In reaction Mr Abdul-Hamid’s lawyers wrote, “We have taken note …of a press release from the Office of the Special Prosecutor (OSP) on the same matter regarding our client, Dr. Mustapha Abdul-Hamid, former Chief Executive of the National Petroleum Authority (NPA). We wish to state that as at the time of issuing this press statement, our client has not been charged before any court of competent jurisdiction. We are yet to sight any charge sheet.”

They added, “That, we note that the OSP in February, 2025 said in a press conference that our client was under investigation for alleged embezzlement of GHS 1.3 billion from the Unified Petroleum Pricing Fund (UPPF). That, in a letter dated 17th February, 2025, our client wrote to the Special Prosecutor, demanding a retraction of that defamatory publication; a retraction that never came. That our client was subsequently invited to the OSP on 25th February, 2025 and questioned over allegations of mismanagement of the UPPF and procurement breaches.”
