Government’s Minister of Communications, Felix Kwakye has disclosed that findings of the audit conducted by Deloitte and Touche reveals that an unaccounted amount of GHC4.9 million was paid to the contractor, Sir David Adjaye Associates.

The Minister made the disclosure while briefing the press about the findings of the audit conducted by Deloitte and Touche on Friday, July 18, 2025.

According to him, the audit report reveals there were “troubling discrepancies” in fees paid to Sir David Ajaye and Associates Limited for the mobilization and design of the National Cathedral of Ghana.

He explained that while the Office of the President confirms a total payment of GHC113,040,564, the firm, Sir David Adjaye Associates also reports having received GHC117,972,656 leaving a variance of GHC4.9 million which he says remains unexplained.

“Payment records show that GHC87,938,750 was paid by the Ministry of Finance between September 26, 2018 and November 25, 2019. Subsequently, the Office of the President made two payments; one which was GHC29,654,845.29 on February 19 2021 and another GHC369,060 March 5, 2021 bringing the Presidency’s total contribution to GHS 30,033,906.00. Combined, these payments amount to the GHS 117,972,656.00 received by the firm,” the Minister noted.

The Minister stressed further that the cost incurred on National Cathedral project so far is $97 million not $58 million as it is widely known.

Kwakye Ofosu noted that evidence available to government indicates that “contrary to the widely held view that total payments and contributions to the national cathedral project amounts to 58 million dollars so far there is actually an additional outstanding payment of 39 million dollars to the contractor.”

He continued: “No when added up this brings the total cost incurred so far for the hole that sits at the site of the project to 97 million dollars.”

Kwakye Ofosu asserted that the National Cathedral project has clearly strayed far from the principles of accountability and fiscal discipline, ranging from unexplained payments to discrepancies in contract values, weak internal control and questionable practices.

Kwakye Ofosu disclosed that additional costs continue to accrue daily since March 2023 despite the cessation of work on the project due to the lobsided nature of the contract.

Deloitte begun a full independent audit of the controversial National Cathedral project initiative launched under former President Akufo-Addo.

The National Cathedral has in the past been smeared with corruption allegations particularly after $58 million dollars was spent on the project which has not even commenced and still at foundational level.

The many controversies surrounding the project caused notable Board members charged to oversee the project resign from their positions.

President Mahama is expecting the Attorney-General to also undertake a forensic audit of the project for further prosecution.
