The Ghana Scholarships Secretariat has officially launched the 2025 edition of the Local Tertiary Scholarships Programme, with 5,000 Ghanaian students expected to benefit in the 2025/2026 academic year.
The launch event, held in Accra on Wednesday July 30, was headlined by the Registrar of the Secretariat, Mr. Alex Kwaku Asafo-Agyei, who described the initiative as a critical pillar in President John Dramani Mahama’s vision to democratize access to higher education and nurture the country’s next generation of leaders.
“This initiative represents a cornerstone of H. E. John Dramani Mahama’s vision of creating a new scholarship regime with the commitment to expanding access to higher education and empowering the future leaders of our nation,” Mr. Asafo-Agyei stated.
Out of the 5,000 scholarships available:
• 2,000 awards will be granted to brilliant but needy students enrolled in public tertiary institutions.
o These awards will be coordinated at the faculty level and supervised by a dedicated technical committee from the Secretariat (SCHOLSEC).
• The remaining 3,000 awards will be open to other qualified applicants through a competitive application and selection process.
Mr. Asafo-Agyei outlined key eligibility requirements for applicants:
• Must be Ghanaian citizens and resident in Ghana.
• Must have already been admitted into a tertiary programme at a recognized institution.
Specific conditions apply based on the type of institution:
• Public Tertiary Institutions: Only Level 200 and above students are eligible, in line with the government’s “No Fee Stress Refund” policy for Level 100 students.
• Private Universities and Accredited Colleges: Level 100 students are also eligible to apply, as they are not beneficiaries of the “No Fee Stress” initiative.
The application process is entirely digital and will be carried out through the Secretariat’s official website: www.scholarships.gov.gh.
The application involves three key phases:
• Applicants must create an account.
• Input personal and academic information.
• Upload all required supporting documents.
• Select a preferred Metropolitan, Municipal or District Assembly (MMDA) for the interview stage.
Applicants will take a scheduled online test to assess their eligibility and competitiveness.
• Shortlisted candidates will attend in-person interviews at their selected MMDA office.
• Application Period: July 30 – August 15, 2025
• Interview Sessions: August 18 – August 30, 2025
• Results & Awards Announcement: First week of September 2025
Mr. Asafo-Agyei issued a strong caution against fraudulent schemes, urging applicants to be vigilant:
“The application for this scholarship is absolutely FREE. No part of the process requires payment. The Ghana Scholarships Secretariat has not engaged or authorized any individual, group, or third party to assist applicants at a fee,” he emphasized.
He further encouraged the public to report any suspicious activity or individuals soliciting money under the guise of providing help with the application process.

Concluding his remarks, the Registrar urged all qualified and eligible students to seize this opportunity: “Through this scholarship programme, we are investing in the minds and dreams of the next generation. I encourage all eligible Ghanaians to apply confidently, knowing that the process is free, fair, and open to all who meet the criteria,” he said.
