The Accra High Court has ordered the Greater Accra Regional Chairman of the National Democratic Congress, Emmanuel Nii Ashie Moore, to within 24 hours return any seized property belonging to a Singaporean National, Toh You Kang.

Presiding judge, Justice Eugene Nyadu Nyantei, also quashed all criminal proceedings against the Singaporean businessman occasioned by Ashie Moore at the Dansoman Circuit Court.

The NDC Greater Accra Regional chair accused the Singaporean businessman of stealing $5 million, resulting in his remand by the circuit court.

In court on Thursday, September 4, however, the High Court ordered the Circuit court judge to refrain from entertaining the suit, further prohibiting its continuation.

Background

Toh You Kang, the CEO and Director of NSG Group, a Singapore-based investment company, filed a $ 20 million suit against the NDC Greater Accra chairman in June this year, alleging breach of privacy and violation of human rights over a failed Electricity Company of Ghana contract totalling over $2 million.

In a 66-page document backing his claims, Mr Kang alleged that Ashie-Moore convinced him to part with $800,000 as a percentage of an ECG contract he had secured during the Akufo-Addo-led administration.

The Singaporean businessman who had a desire to invest in the Ghanaian market had been introduced to the NDC Greater Accra Regional Chair through a Chinese associate, Liang Liu Bing, with whom he had dealings in the past.

Ashie Moore allegedly presented himself as a well-connected businessman capable of helping Toh access lucrative ECG contracts, the reason for which he demanded an upfront fee of $800,000.

But upon payment, the NDC chair became unresponsive for about two months.

Per the court documents, Ashie Moore later returned, requesting an additional $1.5 million, which he noted was to support the NDC’s 2024 election campaign, citing the flagbearer, John Dramani Mahama, in WhatsApp exchanges.

The suit also alleged that Ashie-Moore invited the Singaporean national to Ghana for a 3-day visit between 28th – 30th May, 2025 for furtherance of their business dealings.

But upon arrival, per the court document, the Singaporean noted that Ashie-Moore had him detained using armed men and demanded $3 million from his associate, Mrs. Liang Liu Bing.

He added that he was extorted off his phones and money, later arrested and remanded by the Dansoman Circuit Court, which also denied him bail.

The Singaporean businessman then reached out to his country’s high commission in Ghana which came to his aid and helped him file the suit.
