The Executive Secretary of the Chamber of Petroleum Consumers (COPEC), Duncan Amoah, has raised red flags over questionable fuel sales volumes reported by some Oil Marketing Companies (OMCs), calling on the Ghana Revenue Authority (GRA) to investigate.

Speaking on TV3’s Business Focus on Monday October 6, 2025, Amoah backed ongoing efforts by the Chamber of Oil Marketing Companies (COMAC) to trace the source of what he described as “ghost numbers” in the sector.

Amoah explained that “As far as petroleum volumes are concerned globally, the figures are normally driven by demand.”

“So, where there is no higher demand and prices are simply lower, you cannot force demand to inch up simply because prices are lower,” he highlighted.

Mr Amoah further clarified that fuel consumption rises in colder months or in periods of heightened industrial activity. However, he questioned recent data suggesting a 17% spike in volumes, stating the figures are unusually high for a pre-December period when most economic activities typically slow down.

Duncan Amoah concluded that, “It is not just COMAC that should be interested. The Ghana Revenue Authority must also be looking into this, because if these numbers are real, it means the state should be receiving more in taxes year-on-year and that’s not what we’re seeing.”

His remarks came after the Chamber of Oil Marketing Companies (COMAC) publicly flagged anomalies in fuel sales data reported by some of its own members.
