The Ghana Education Service (GES) has issued a stern warning to heads of second cycle institutions to desist from exploiting students with unauthorised levies under the guise of Parent-Teacher Association (PTA) dues.

A Daniel Fenyi-signed statement from the Service issued on Wednesday, October 22, 2025, said the some of the headmasters have reportedly been taking dues from the students without proper approval.

According to the GES Head of Public Relations, no headmaster has been authorised by the government to take any dues from parents or students as PTA dues.

He explained that any such dues in junior high schools would have to be approved by the District Director of Education, while in second-cycle institutions, authorisation must be granted by the Regional Director of Education.

He, however, clarified that, even upon approval of such dues, the payment should not be compulsory but rather voluntary, adding that no student should be denied access to school services, rights, or benefits for non-payment of PTA dues.

The statement also directed that no head, teacher, or GES staff member should be involved in the collection of PTA levies, stressing that fundraising activities are the sole responsibility of duly elected PTA executives.

The GES has instructed all Regional and District Directors to ensure strict compliance with the directive and to report any breaches for immediate disciplinary action.
