President of the National Association of Graduate Teachers (NAGRAT), Jacob Anaba, says the union will consult its councils before deciding on government’s proposals on teachers’ promotion arrears and deprived-area allowance.
He says the proposals require verification before a final position is taken.
Speaking on Citi FM on Monday, September 28, 2026, Anaba noted that the Ghana Education Service (GES) has validated over 30,000 teachers who went on promotion out of the 80,000 teachers being discussed.
He said GES will submit same to the Controller and Accountant General’s Department to effect payment, with the window up to October 17.
“It came to light that the Ghana Education Service has validated over 30,000 teachers who went on promotion. Now we’re talking about 80,000 teachers. And then they will submit the same to the Controller to effect their payment, the salary payment, and then the window will be up to 17th of October,” he said.
Mr Anaba noted that government has identified about 11,300 schools that could qualify for the deprived-area allowance, but NAGRAT wants the figure verified against its own records.
“The Area Allowance, they said there are 11,300 schools. We need to also validate that. Check whether that is what we also have in our document and check and make sure that we agree with them,” he said.
He said government has proposed that the allowance takes effect from January, but the matter must first be presented to the union’s councils.
He maintained that promoted teachers should be placed on the appropriate salary scale automatically, rather than wait for prolonged administrative processes.
NAGRAT, GNAT and CCT-GH declared a nationwide strike on Friday, September 25, 2026, over promotion arrears and deprived-area allowances.
Government has outlined measures to address the concerns, including a meeting between the Fair Wages and Salaries Commission and the unions on Tuesday, October 6, and a committee chaired by the Minister of Labour and Employment to validate data on the 20% allowance effective January 2027.
