Dr. Peter Anti Partey, the Executive Director of the Institute for Education Studies (IFES), has said the challenge with the safeguarding of students in Senior High Schools (SHSs) is not about announcing new policy measures but about the implementation and enforcement of existing regulations.

He avers the country already has a lot of measures in place to ensure students do not get entangled in sexual abuse and related situations being experienced in SHSs.

Speaking on Ghana Tonight on TV3 on Monday, October 26, 2026, Dr. Anti Partey said the challenge with safeguarding students is about enforcement and not new policies.

His comments come on the back of the Ghana Education Services’ (GES) decision to ban students from doing household chores at teachers’ bungalow, following the sexual scandal at the Obuasi Senior High Technical School.

According to Dr. Partey, the solution is to ensure the existing regulations are duly implemented rather than announcing new ones.

“The challenge with the safeguarding of our students, kids in school is not about announcing other policy measures. It’s more about how the already existing regulations and policies are implemented and how they are enforced,” he stated.

He argued that the measures already in place are sufficient to ensure that students do not get themselves entangled in all kinds of situations currently being experienced.

“We have a lot of these measures already in place to ensure that students do not get themselves entangled in all these kinds of situations we have experienced with the current case that we are dealing with,” he added.

He further indicated that the various safeguarding policies that have been put in place to ensure that the students are safe are not well implemented on the grounds, saying they are either totally ignored or not adhered in wholesome.

“When you go to the ground, the various safeguarding policies that have been put in place to ensure that the students are safe are not well implemented. They are either not even looked at at all, or where there is some sort of implementation, it is lightly implemented,” he said.
