Former Ghana Airports Company Board Chairman, Paul Adom-Otchere, has filed an application at the High Court seeking to quash a directive by the Office of the Special Prosecutor (OSP) ordering him to declare his property and income.

The OSP disclosed the application by Adom-Otchere in a post on X on Tuesday, October 28, 2025.

In the application, his lawyers, led by former Attorney-General Godfred Dame, argue that the OSP’s directive issued on August 4, 2025 is “unlawful and a violation violates the Office of the Special Prosecutor Act, 2017 (Act 959) and its regulations, and amounts to an abuse of power.”

Adom-Otchere, who is under investigation by the OSP for suspected corruption and corruption-related offences in the award of a revenue assurance contract by the Ghana Airports Company Limited (GACL) to Evatex Limited, is seeking several reliefs from the High Court including a declaration that the OSP’s directive and alleged threats of “legal consequences”, “confiscation”, and “detention” are unlawful and amount to harassment.

He is also praying for an order prohibiting the OSP from detaining him should he refuse to declare his property and income to the office by the stated deadline, among other reliefs.

The Office of the Special Prosecutor (OSP) invited Paul Adom-Otchere, the former Board Chairman of Ghana Airports Company Limited (GACL) for questioning in connection with an ongoing investigation into alleged corruption.

The probe centers on a revenue assurance audit contract reportedly involving GACL and another private company.

The OSP suspects potential irregularities in the financial arrangements and execution of the deal, particularly regarding how airport revenues were managed or accounted for under the agreement.

In a letter dated July 25, 2025, the OSP officially identified Mr. Adom-Otchere as a suspect in the investigation into alleged corruption and corruption-related offenses related to the contract between GACL and the private firm.

According to the letter, he was directed to appear before investigators at the OSP’s South Ridge office on Thursday, July 31, 2025.

He was subsequently detained after his appearance before the OSP.

According to a statement posted on the OSP’s Facebook page on July 31, Mr Adom-Otchere was granted bail after interrogation “However, Mr Adom-Otchere has so far been unable to meet his bail conditions.”

The OSP further stated that, “He is required to present two landed properties (of no specific value) registered in his name. However, he has informed the OSP that he does not own landed property in Ghana. As a result, he remains in custody until the bail terms are satisfied.”

The OSP revealed that two other persons were charged together with Mr Adom-Otchere.

“The two other persons are; Otchere Kwame Baffour Awuah- Group Executive, Commercial Services, GACL. And Albert Adjetey Adjei-Laryea- CEO of Devnest Systems.

He was released from the OSP’s office in the company of former Attorney General Godfred Dame and his lawyers. He was released after his lawyers negotiated revised bail conditions, which were approved by the Office of the Special Prosecutor (OSP).

In a statement released on Friday, August 1, the OSP confirmed that the revised terms meet the objectives of the original bail conditions, stating that the Jospong Group of Companies acted as surety to secure the bail conditions.

“The Office of the Special Prosecutor (OSP) has accepted revised bail conditions proposed by legal counsel for Mr. Paul Adom-Otchere, former Board Chairman of the Ghana Airports Company Limited (GACL).

“The revised terms, which meet the objectives of the original bail conditions, have been secured by the Jospong Group of Companies, acting as surety,” the OSP said, noting that the matter remains under active investigation.
