The Public Utilities Regulatory Commission (PURC), Ashanti Regional Office, has called on utility service providers to strictly comply with Regulation 33 of the Public Utilities Regulatory Commission (Consumer Service) Regulations, 2016 (LI 2314), as part of ongoing efforts to reduce the financial burden on electricity and water consumers.
The Ashanti Regional Manager of the PURC, Mr. Edward Boduah, made the call during negotiation settlement meetings within this week convened to resolve consumer complaints of disputed bills lodged with the Commission against the Electricity Company of Ghana (ECG) and Ghana Water Limited (GWL).
Addressing Undercharging and Protecting Consumers on Friday, April 17,2026, Mr. Boduah emphasized that Regulation 33 of LI 2314 provides clear guidelines on how public utilities must handle cases of undercharging to ensure fairness and prevent undue hardship to consumers.
PURC is actively enforcing this provision to protect consumers from lump-sum payments that could arise from billing errors not caused by them.
According to Mr. Boduah, strict adherence to Regulation 33 of the L.I 2413 ensures that consumers are not unfairly penalized for errors in billing systems.
“The Commission will continue to enforce this provision. Utilities must comply to reduce the payment burden on consumers, especially when the undercharge was not the consumer’s fault,” he stated.
The negotiation settlement meetings form part of PURC’s mandate to mediate between consumers and service providers, ensuring compliance with LI 2314 while promoting equity and transparency in utility service delivery.
Consumers with disputed bills are encouraged to lodge formal complaints with PURC for redress in line with the law.
