Minister of Communications, Digital Technology, and Innovations, Samuel Nartey George has disclosed that a document on the restructuring between AT Ghana and Telecel Ghana has been presented to Cabinet for review and approval.

Speaking in an interview on TV3, December 3, 2025, Sam George said he expects Cabinet to review the deal by end of 2025 for an onward decision to be taken.

“As Minister, I think it will be reckless for me to just jump in there and put more taxpayer money. My position is simple. I have sent it to cabinet for approval. I am waiting for cabinet to look at it. My position is very clear,” he said.

“It is before Cabinet and once Cabinet considers and gives us directive, we will make it public. I am hoping that Cabinet will review this before end of year and then we can move on it,” he added.

The Ministry has announced plans to combine AT Ghana (formerly AirtelTigo) and Telecel Ghana into what it described as a stronger and more resilient telecommunications company with an overhaul restructuring to take place.

However, Sam George believes that before such a deal takes place, government must audit its ownership in both telecommunication companies.

He said it will be reckless for government to invest money in a company that is making losses without understanding what the systemic problems are.

“This new management must not put fresh money without auditing what the management of that company has done. It will be a disservice of the Mahama administration to take any further taxpayers’ money and invest in a company that has been mismanaged in that manner.

“Our position as a Ministry is, let us audit not just AirtelTigo. I believe that we must audit all of government’s holding in the telecom sector. So, government currently owns AirtelTigo 100%, let’s audit it.

As Minister, I won’t oversee that. Let’s audit it, government owns 30% in Telecel, let’s audit it as well,” he stressed.

Sam George suggested that a full understanding of government’s interest in the Telecom sector is needed before Cabinet can then take a decision to invest in such sector.
