Speaker of Parliament, Alban Bagbin has cautioned Members of Parliament that he will put out names of any Legislator who attempts to obstruct parliamentary processes in passage of the Human Family Rights and Values Bill also known as the anti-LGBTQ+ Bill.

Delivering his opening address on the floor of Parliament upon resumption of the House on Tuesday, November 3, 2026, Bagbin noted that he remains committed within the applicable rules and procedures of the House to ensure that Parliament proceeds with the motion to rescind its earlier decision to pass the bill at the Third reading.

“I will assure you that I will mention names of any person who tries to obstruct the legitimate processes to see this Bill through,” Bagbin stated.

Parliament on Friday, May 29 passed the Human Sexual Rights and Family Values Bill, 2025, popularly known as the anti-LGBTQ bill, after adopting a number of amendments.

The revised legislation exempts lawyers who provide legal advice or representation to persons identified as LGBTQ from sanctions under the law.

Journalists and media organisations reporting on LGBTQ-related matters in the course of their professional duties are also exempt from punishment.

Additionally, medical professionals providing surgical, psychological or counselling services to LGBTQ persons will not face sanctions under the legislation.

The Minority Caucus opposed the amendments, arguing that the suggested earlier version of the bill submitted to former President Nana Addo Dankwa Akufo-Addo for assent contained significant flaws.

Despite the objections, Parliament approved the bill and passed it with First Deputy Speaker, Bernard Ahiafor chairing proceedings.

However, Speaker Bagbin disagreed with the passage of the Bill. He expressed his dissatisfaction with the sentencing provisions in the Bill in its current form.

“I have gone through it and I am not happy with the sentencing regime, the sanctions because I think it did not reflect what you conveyed to me as my fathers that is why I called for it to be reintroduced at the end so that we just tweak and refine those clauses, they are only three to make it better.

“I have told His Excellency the President and he is in total agreement with me and so the Bill is now going through that stage again. Our intention is to finish it before we go on the recess at this meeting,” he stated.
