The draw was held on Thursday, July 11 in the Egyptian capital city, Cairo.
FC Sax won the Ghana Premier League for the first time in their history, having reached the top-flight league only a season ago.
They had made the Nsenkyire Sports Arena a fortress, winning all but one match at the grounds.
Victoria United, on the other hand, also won their maiden Elite One title last season. They had returned to the top-flight league to win it same year.
The winner of the round will join other winners in the play-offs with CAF Confederation losers for a place in the group stage.
