The Roads and Highways Minister, Kwame Governs Agbodza, has flagged flaws in the Ghana Integrated Financial Management Information System, GIFMIS, describing it as not fit for purpose.

According to him, the system flaws have led to inadequate record-keeping, with a number of road projects leading to poor record-keeping, with several road projects inherited by the current administration lacking clear evidence of formal tender processes due to data inconsistencies and procurement irregularities.

Speaking to journalists after his appearance before the Public Accounts Committee (PAC) on April 1, 2026, he urged the Finance Ministry to introduce a more robust system to safeguard critical contract information and enhance transparency.

“As for the GIFMIS system, it is something we need to augment. The current system is no longer fit for purpose and I am aware that the Minister of Finance is working to bring a system that works better.

“The Road Ministry needs it even more than anybody because the amount of money involved is huge. We need that system urgently,” he stated.

“You saw the audit report talking about contractors who were told that we owe them a certain amount of money and they said no we owe them less than that. And it is because the data we have is not accurate enough,” he added.

The Roads Minister says government will not terminate the affected contracts, citing their importance to communities that rely on the projects for essential road infrastructure.
