The Government has directed the Postal and Courier Services Regulatory Commission to begin a nationwide enforcement exercise against unlicensed courier operators starting April 1, 2026.
The move follows the launch of the Integrated Courier and Logistics Management System–Ghana (ICOLMS-Ghana), a digital platform designed to regulate courier and logistics operations while strengthening e-commerce activities in the country.
The Minister for Communications, Digital Technology and Innovations, Samuel Nartey George, announced the directive during the launch of the platform on Thursday, March 12.
According to the Minister, courier operators have been given a final grace period to regularise their operations before strict enforcement begins.
He explained that the grace period runs from March 12 to March 31, giving courier companies and individual delivery riders 19 days to register and integrate their systems with the ICOLMS-Ghana platform.
“Once we have launched the ICOLMS today, the grace period runs from today until March 31, 2026. This gives you exactly 19 days, whether you are a company or a single biker, to register on the ICOLMS-Ghana platform,” he said.
Mr George added that all existing courier companies must use the same period to onboard and connect their systems to the digital platform or face regulatory sanctions.
“If you fail to do that, it will attract regulatory sanctions,” he warned.
The Minister further stated that enforcement will be carried out in collaboration with the Ghana Police Service, stressing that there will be no extension of the deadline or intervention once the crackdown begins.
“Enforcement with the Ghana Police Service will start on April 1, 2026, and there will be no moratorium. There will be no excuses. I will not intervene, I make a solemn pledge,” he stated.
Government officials say the ICOLMS-Ghana platform is expected to improve oversight in the courier sector, enhance consumer protection, and promote efficiency in the country’s growing logistics and e-commerce industries.
