Health Minister, Kwabena Mintah Akandoh has revealed that revenue for the National Health Insurance Authority (NHIA) has increased to an “unprecedented” GHC9.76 billion due to the uncapping of the levy by President Mahama.

The Minister said the amount has increased by GHC3.26 billion compared to the previous capped budgetary allocation of GHC6.52 billion in 2024.

Mintah Akandoh made the disclosure during the Government Accountability Series on Friday, July 18, 2025.

The Minister stressed that this “additional funding is a game-changer, enabling the NHIS to expand coverage, enhance benefits, and strengthen Ghana’s progress towards achieving universal health coverage.”

“This is the government fulfilling its promise to prioritise the health of every citizen,” he added.

According to Akandoh, with the increased funding to the NHIS, allocations for claims payments have been increased from 56.2% in 2024 to 65% in 2025, and the Ministry plans to increase it to 75% by 2026. 

“As the fund grows, we ensure that every cedi reaches frontline services, providing quality care to all Ghanaians.  

“Not only have we uncapped the levy, but we have also been committed to releasing funds swiftly,” Akandoh said.

The Minister noted that all NHIS claims arrears totalling GHS 603 million as of December 2024 have been fully settled.

In the first half of 2025 alone, the NHIA disbursed over GHS 1.38 billion to providers.

“This milestone demonstrates our government’s steadfast dedication to timely payments and fulfilling our obligations to healthcare providers.

“This turnaround demonstrates that we are developing a health insurance scheme that benefits all Ghanaians,” the Minster stated.

He disclosed that currently, 15.67 million Ghanaians are enrolled in the NHIS – an increase of over 670,000 from 2024.

During the budget presentation by the Minister of Finance, Dr Cassiel Ato Forson, in Parliament on Tuesday, March 11, 2025, he announced the uncapping of the NHIF saying: ” Mr. Speaker, we have uncapped the National Health Insurance Levy (NHIL).

An amount of GH¢9.93 billion has been programmed for the National Health Insurance Scheme (NHIS) for: claim payments; ii essential medicines; iii vaccines payments; the Free Primary Healthcare; the Ghana Medical Care Trust (MahamaCares); and bridging of the USAID financing shortfall.”
