The Attorney-General and Minister of Justice, Dr. Dominic Akuritinga Ayine, has announced that the National Intelligence Bureau (NIB) has concluded investigations into 12 corruption and corruption-related cases presented by ORAL.
He states that the NIB was engaged in these cases because the reports received by the Operation Recover All Loot (ORAL) Committee lacked sufficient grounds to establish criminality.
Addressing the press on Wednesday, October 22, 2025, to provide an update on these cases, A-G Ayine indicated that his office is taking the necessary steps to prosecute these cases, aligning with the government’s objective of recovering funds and other state resources allegedly misappropriated by previous government officials.
In his address, he said “out of the report of the ORAL committee submitted to my office, we instructed the National Intelligence Bureau (NIB) in March 2025 to conduct investigations into cases of suspected acts of theft and graft by public officials and their allies in the private sector.”
He stressed that “the investigations were necessary because the ORAL Committee reports did not contain the evidence required to prove the guilt of the suspects in courts beyond reasonable doubt.”
Clarifying the mandate of the Committee, Dr. Ayine said “the ORAL Committee was tasked by H.E. the President to receive complaints of looting of state resources and complaints do not constitute irrefutable evidence of criminality.”
The cases which have so far been concluded according to the A-G are as follows:

- District Road Improvement Programme (DRIP)
- National Lotteries Authority
- Pwalugu Multi-Purpose Dam project
- Strategic Mobilisation Limited (SML)
- Frontier Healthcare Services
- Free Wifi
- National Ambulance Service
- Boankra Integrated Inland Logistics Terminal
- Sputnik V vaccine case
- Land looting cases (8 completed, one outstanding)
The A-G’s update follows calls by a section of Ghanaians over the slow pace of the investigations regarding reports received by the ORAL committee.
The Director of Communications for the United Party (UP), Solomon Owusu, had for instance stated that some supporters of the governing party could likely chase the A-G out of NDC functionaries due to the slower nature of prosecution on matters related to ORAL.
