Parliament has passed the Value Added Tax Bill, 2025 to undertake comprehensive tax reforms to improve clarity, consistency and legal certainty.

The bill is expected to replace the current flat rate tax system with a single, clear structure and further include a provision for increasing the registration threshold for VAT persons, thereby exempting micro and small businesses from VAT responsibilities.

Debating the motion on Wednesday, November 26, 2025, the Minority Leader, Alexander Afenyo-Markin said the bill would impose further taxes on businesses and burden the public.

The Deputy Finance Minister, Thomas Nyarko Ampem however dismissed the assertion, insisting that the new VAT framework will simplify compliance rather than impose additional tax burdens on businesses or the public.
