The Speaker of Parliament, Alban Sumana Kingsford Bagbin, has officially launched the maiden edition of the Practice and Procedure Week under the theme “Strengthening Ghana’s Parliamentary Democracy: The Role of Practice and Procedure.”

The initiative, spearheaded by the Legislative Management Services (LMS) of Parliament, marks the beginning of an annual observance dedicated to enhancing understanding and adherence to parliamentary rules and practices. In his address, the Speaker commended the LMS for their exemplary role in organising the event, stressing that parliamentary democracy depends on sound practices and procedures which form the foundation of governance.

He noted that these principles ensure fairness in debate and decision-making, allowing both sides of the House to be heard before the majority prevails. According to him, “when procedures are respected, Parliament becomes a temple of order and peace, but when undermined, chaos and disorder set in.”

The Clerk to Parliament, Mr. Ebenezer Ahumah Djietror, in his remarks, highlighted that the week provides an avenue to strengthen institutional knowledge, promote transparency, and enhance efficiency in legislative work. He encouraged parliamentary staff to take advantage of the week to build a culture of professionalism and continuous learning that will sustain the credibility of Parliament.

The Majority Leader and Member of Parliament for Bawku Central, Hon. Mahama Ayariga, together with the Member of Parliament for Weija Gbawe, Hon. Jerry Ahmed Shaib, called for inclusive learning opportunities to enable students and the public to appreciate parliamentary procedures. The week’s activities also aim to demystify legislative processes through open sessions and simulations, while reinforcing shared values and professionalism within the Parliamentary Service.

As part of the celebrations, awards were presented to some former clerks for their exemplary leadership, dedication, and outstanding service to Parliament during their tenure.
