The Sugarcane Farmers Association of Ghana has formally petitioned the Ministry of Trade, Agribusiness and Industry for access to the report of the Interim Management Committee that assessed the operations of the Komenda Sugar Development Company Limited.
In a letter dated 19 February 2026 and referenced SFAG/019/2026, the Association invoked the Right to Information Act, 2019, Act 989, requesting “access to the official report submitted to the Ministry by the Interim Management Committee established to assess the operational, technical, administrative, and financial status of Komenda Sugar Development Company Limited.”
The farmers argue that they are key stakeholders in the sugar value chain and are directly affected by any decisions regarding the factory. According to the letter, “Our members constitute primary stakeholders in the national sugarcane value chain and are directly affected by policy and operational decisions concerning the factory.”
They stressed that access to the report is critical to understanding future arrangements around production and farmer participation. The Association noted that the information sought would enable farmers to understand “future production arrangements, land utilization plans, supply agreements, financing structures, and any proposed partnership, concession, or leasing framework that may significantly affect our livelihoods and contractual expectations.”
The request follows comments reportedly made by the sector Minister during the Government Accountability Series held on 21 January 2026. The Association stated that the Minister had indicated that “the final report of the Interim Management Committee would be submitted on Monday, 26th January, 2026.”
The farmers added that after “the painstaking work carried out by the IMC over six months, there will be important findings and recommendations that will positively impact stakeholders.”
Specifically, the Association is demanding:
• A full and complete copy of the Interim Management Committee’s report submitted to the Ministry.
• Any implementation roadmap, transition framework, cabinet memo, or action plan arising from or based on the report.
• All sections relating to sugarcane sourcing strategy, farmer participation mechanisms, pricing frameworks, supply agreements, and out-grower models.
• Any environmental, land acquisition, agronomic, irrigation, or cultivation recommendations affecting farmer operations within the Komenda catchment area and adjoining districts.
The Association further requested that the information be provided in electronic format via email, in accordance with Section 18 of the Act, and asked the Ministry to acknowledge receipt and indicate any applicable processing or reproduction fees.
The letter was copied to the Chief of Staff at the Office of the President, the Deputy Minister and Chief Director of the Trade Ministry, the Right to Information Commission, the Central Regional Minister, the Member of Parliament and Municipal Chief Executive for KEEA, and the Chairman of the IMC.
The Association says it expects a response within the statutory period stipulated under the Right to Information Act.
