The Minister of Roads and Highways, Governs Kwame Agbodza has disclosed that the ongoing Accra-Kumasi Expressway project will have a special tolling system once completed.
He said the tolling for the Accra-Kumasi Expressway will be different from the multi-lane free-flow electronic tolling system that will be introduced on several highways by the government.
Speaking at the 2026 Transport Sector Review Conference in Ho on September 9 under the theme: “Financing and Delivery of Resilient Transport Infrastructure and Services for Sustainable Economic Transformation”, he said the objective of government is for the revenue generated from toll to be reinvested into expanding road network in the country.
He said the Expressway will operate as an alternative to the existing Accra-Kumasi bypasses, allowing motorists to choose between the tolled expressway and the bypass.
“Especially the Accra-Kumasi Expressway comes with its own tolling system. Contractors have started returning to the existing Accra-Kumasi bypasses, we have got few of them retuning and in few weeks, all of them will be back on site. We shall complete that section completely.
“So, the Accra-Kumasi Expressway will be an alternative, you are not obliged to use it,” he said
He explained that if government decides to charge say $20 as road toll on the Expressway, motorists should not raise concerns as they have option to use the bypass.
He argued that motorists would not be compelled to use the Expressway and therefore should not consider the toll a burden.
“So, when we charge $20 for you to travel from Accra to Kumasi, it is not a burden on you. Please, you can conveniently use the existing road that takes you 5 hours or 6 hours or you can choose to do 2 hours from Accra-Kumasi.
“We do not expect any demonstration that Accra-Kumasi Expressway is charging $20, you are not compelled to use it. It is only those who can afford it,” he added.
He explained that the government’s objective was to use revenue generated from tolls reinvested into expanding the road network.
“We want this project to fully fund itself and when we take the money, we want to start building from Kumasi towards Tamale, that is the idea of government.”
