Minister for Communications, Digital Technology and Innovations, Sam George, has urged bikers and delivery riders in the courier space to take advantage of an extension window and reduction in registration fees for licensing courier riders.
The Minister in a meeting with various riders associations and the Ghana Postal and Courier Services Regulatory Commission on Thursday, September 4, 2025 announced new changes to the regulation for licensing courier riders.
Registration fees for the courier riders have been slashed from GHC1,000 to GHC500. Stickers for their motorbikes will now cost GHC50 and GHC20 for registration forms.
Yearly renewal of the license has also been reduced from GHC600 to GHC250.

Speaking at the meeting, he explained that enforcement of the regulation has been deferred to April 2026. This, he noted is to allow all courier riders to be able to register on the system which is currently being worked on and expected to be ready by December 31, 2025.
“Operations on the road will only commence from April 1, 2026 which means that from January 1, 2026 we are giving a further 90 days to everybody operating the space. At that time, you cannot come and explain that you didn’t know the short code and there was no system so let’s even assume that the system is finalized on the December 31, we are giving you 90 days to comply.
“No one will have an excuse with the price being too high for you to comply. The government has disrupted this much for you and we will take it to Parliament. It is incumbent on you to comply,” he stated.
He said sensitization on the licensing regime will begin from September 2025 till the end of the year.
Sam George cautioned against riders attempting to be dishonest in the registration process.
“Every rider, whether you are part of a fleet, single rider or you are part of a platform to bear in mind that you have to register. Even with the fleet operators, it is important that you bear in mind your obligation and honesty to the Commission,” he warned.
