The University Teachers Association of Ghana (UTAG) has honoured Ing. Benjamin Arthur, the former Chief Executive Officer of the Fair Wages and Salaries Commission (FWSC), for his distinguished service to Ghana’s higher education and labour sectors.

At its 22nd Biennial National Delegates Congress held on September 30, 2025, UTAG presented Ing. Arthur with a special citation, recognising his leadership in securing codified conditions of service for academic staff and for promoting staff welfare across the tertiary education sector.

“Your dedication to the cause of academic labour and your commitment to equitable compensation frameworks have laid a solid foundation for sustainable labour harmony in Ghana’s higher education landscape,” the citation read.

Ing. Arthur served as CEO of the FWSC from January 2022 to April 2025. During his tenure, he played a pivotal role in labour administration, collective bargaining, and conflict resolution, earning respect from both government institutions and organised labour.

“We honour Ing. Arthur not just for his achievements but for the integrity and professionalism he brought to the role,” said a UTAG spokesperson at the event. “His contribution to the codification of conditions of service for numerous unions will have a lasting impact.”

A trained civil structural engineer with over 23 years of practice, Ing. Arthur transitioned into labour relations with a blend of technical expertise and negotiation acumen. He is a certified mediator and Alternative Dispute Resolution (ADR) practitioner, which allowed him to navigate complex industrial disputes with diplomacy and foresight.

The congress, themed “Rethinking Higher Education Pedagogy and Funding in the Age of AI,” also acknowledged Ing. Arthur’s influence in shaping Ghana’s pay and compensation policies.

“He consistently advocated for fair wages, not just in principle, but through action,” noted a representative from the Ministry of Education. “His legacy is one of pragmatic leadership and quiet but firm advocacy for equity.”

Academic and Professional Background

Ing. Arthur holds a Civil Engineering degree from Kwame Nkrumah University of Science and Technology (KNUST), alongside multiple master’s degrees in public administration, peacekeeping, paralegal studies, and mediation.

These include credentials from the Ghana Institute of Management and Public Administration (GIMPA), the Kofi Annan International Peacekeeping Training Centre, and international institutions such as the PULSE Institute in Canada and the Mediation Training Institute International in the United States.

“I am humbled by this recognition,” Ing. Arthur said in his acceptance speech. “Working with UTAG and other unions was not just part of my job; it was a mission to contribute to a fairer and more just system for public sector workers.”

Even after his tenure at the FWSC ended in April 2025, Ing. Arthur continues to be regarded as a thought leader in labour relations and a key voice in advocating for fair compensation within Ghana’s public sector.
