According to the 2025 Mobile Money Regulatory Index published by the Global System for Mobile Communications Association, Ghana has maintained its position as the world’s leading country in mobile money regulation.

The country recorded an overall score of 96.10 percent in the latest assessment, improving on its 95.06 percent score in 2024. The ranking places Ghana at the top among 90 countries evaluated under the index.

The GSMA Mobile Money Regulatory Index measures the effectiveness of regulatory frameworks in supporting the growth, accessibility, and safety of mobile money services. It assesses areas such as consumer protection, regulatory clarity, market competitiveness, and oversight mechanisms.

Ghana’s improved score reflects what observers describe as progressive policy direction and strong regulatory supervision within the country’s digital financial ecosystem. The regulatory environment has enabled mobile money services to expand while maintaining operational integrity and safeguarding consumers.

The ranking further underscores Ghana’s growing influence as a global benchmark in digital financial services regulation and highlights its commitment to deepening financial inclusion through technology-driven solutions.

Authorities say they will continue working with industry stakeholders to implement policies aimed at sustaining gains made in the sector and advancing the country’s goal of building a fully inclusive and digitally empowered economy.
