The Office of the Special Prosecutor (OSP) says it has interviewed and formally charged the former Board Chairman of the Ghana Airports Company Limited (GACL), Paul Adom-Otchere.
According to a statement posted on the OSP’s Facebook page on July 31, Mr Adom-Otchere was granted bail after interrogation “However, Mr Adom-Otchere has so far been unable to meet his bail conditions.”
The OSP further stated that, “He is required to present two landed properties (of no specific value) registered in his name. However, he has informed the OSP that he does not own landed property in Ghana. As a result, he remains in custody until the bail terms are satisfied.”
The OSP revealed that two other persons were charged together with Mr Adom-Otchere.
“The two other persons are; Otchere Kwame Baffour Awuah- Group Executive, Commercial Services, GACL. And Albert Adjetey Adjei-Laryea- CEO of Devnest Systems.
Mr Adom-Otchere is under investigation in connection with a revenue assurance contract between the Ghana Airports Company Limited (GACL) and a private firm owned by the proprietor of Strategic Mobilisation Ghana Ltd (SML).
The OSP is examining possible procurement breaches, including a sole-sourced contract awarded to a company other than the one approved by the GACL Board.
Earlier Paul Adom-Otchere confirmed through a special edition of his “Good Evening Ghana” programme that the OSP had invited him and would honour the invitation.
This follows a letter dated 25th July, 2025, from the OSP identifying him as a suspect in its ongoing investigation into alleged corruption and corruption-related offences stemming from the said contract between GACL the private firm.
“My lawyers and I will present ourselves to the OSP today Thursday, July 31 at 3 pm for questioning.” He stated.
Mr. Otchere accused the Special Prosecutor of deliberately rejecting his lawyer’s request for postponement of his appearance.
“OSP rejected my lawyer’s request to appear with me on Monday, August 4th instead of Thursday, July 31st.” Paul Adom-Otchere stated.
The former Board Chairman maintained he did not sign the said contract and cannot be accused of engaging in any act of corruption.
“I didn’t know the Managing Director had signed the contract for Revenue Assurance until Manesseh Azure contacted me 10 days ago that he was investigating it. The time the Board was briefed on the contract was in November 2024 and I resigned in January 2025,” he said.
