A Professor of Political Science at the University of Ghana, Ransford Edward Van Gyampo, is asking President Addo Dankwa Akufo-Addo, why he is effecting a reshuffle “now that the day is over.”

The political scientist, just like many others, is wondering the effect the last minute reshuffle will make on his government with respect to the time left for his administration to elapse.

Prof. Gyampo, has explained that although the President has made changes in his appointees, the other aspect of it which many Ghanaians called for, –reducing the size of his government –was not adhered to.

“I was wondering after looking at the numbers; we never called for only reshuffle, we also called for downsizing and it doesn’t appear that we have downsized. Even if we have, it will be marginal in numbers.

“More importantly I ask myself, ‘why now that the day is over?’. Is it in line with the belief that last days are dangerous, and that something new or drastic can be done at the last minute injury time? Is that how governance work? Is governance like football match where we can hope goals can be scored in injury time?” he quizzed on the KeyPoints Saturday, February 17, 2024, on TV3.

The Professor, after analysing the purpose of reshuffling, indicated that President Akufo-Addo’s own, which he has described as “injury time” changes, will not yield any of the purposes for which reshuffling is known for.

He asked many questions which according to him, would help to know whether the new ministers are going to be on course or otherwise.

“Is governance about superstition? Are the new ministers of state going to operate with sector budgets that they have no input in preparing?

“So I look at all these and my view is that, well, as has been said, better late than never, but if you want me to be brutally frank, then I’ll say that this is an injury time reshuffle that does not satisfy any of the major reasoning, it does not satisfy the theoretical taxonomy of reshuffling,” he maintained.

Other opinions from various governance experts and caucuses have questioned the essence of the reshuffle which they say is late, and would have no bearing on the performance of the government.

President Addo Dankwa Akufo-Addo, after calls by many to make changes in his appointees announced some reassignments and outright dismissal of some of his ministers who have served in his administration since 2017.

But the reshuffle, according to many, will provide no relevance to his government.
