Minister for Foreign Affairs, Samuel Okudzeto Ablakwa has said under his tenure no passport will be delivered to persons other than rightful owners of the document.
Government has initiated a new system of delivery of passports to aid in the speedy acquisition of passports in the country.
Addressing the media on Thursday, June 26, 2025, the Foreign Affairs Minister urged passport applicants to provide accurate addresses when applying for passport for safe delivery.
According to the Minister, the Ministry has noticed that some ‘Goro boys’ or middle men who took advantage of the old system and explored Ghanaians are trying to take advantage of the new system.
He said rightful owners will be required by the courier companies to submit evidence of identification before passports will be given out.
This, he said is to ensure the protection of the passports which is a security document.
“Goro boys are trying to do multiple application and are trying to say that the courier companies should deliver the passports to them. That will not work.
“You must show evidence that it is you. Passports are security documents; we are not about to give passports to non-Ghanaians or people who are not the real owners of these passports.
“We want to send out a clear warning to those who want to infiltrate that they will not be tolerated. If you are not available, you are not available and will not receive your passport,” he stated.

With that, he stressed that parents of these minors must show proof of a linkage or ties with the minors before they can receive the document on their behalf.
“We want to emphasis that does not exist any longer. We will not allow ‘Goro boys’ to infiltrate this new system.”
The Minister also noted that the earlier announced reduction for ordinary passport booklet from GHC500 to GHC300 remains in force.
Ablakwa disclosed that his Ministry has worked on the fees and charges bill which will soon be laid before the House to approve the new fees.
He added that the increment in passport acquisition fees last year caused a significant reduction in acquisition of passports.
