Minister for Roads and Highways, Governs Kwame Agbodza has said government will only apply collection of the electronic road toll to roads that have been fixed.

Speaking at the Government Accountability Series on Wednesday, July 30, the Minister explained that roads which have not been fixed will be excluded but collection of tolls will commence on these roads once they have been engineered.

“We are hoping that this will be based on electronic platform, there will be no physical barriers on any road and the tolling will be only applied to roads that are engineered.

“Meaning that roads that have been fixed so we don’t intend to put tolls on any rough road and other things but when we make interventions then we can toll them to raise more money to maintain that and fix other roads in the country,” he stressed.

He disclosed that a proposed new toll rate has been submitted to Parliament through the Ministry of Finance to determine the new toll rate to be charged when the toll is implemented.

“Cabinet has given approval for the reintroduction of road and bridge tolls with a focus on modernizing the collection of these tolls,” he stated.

According to him, government intends to transition to electronic and automated toll system different from the physical barriers mounted on our roads for toll collection.

He explained that this is to enhance transparency and auditability of revenue inflows and improve user experience at toll points.

He noted that the Ministry has launched a concessionaire prequalification process with 12 firms having submitted applications which are currently under review to determine the firm to oversee the electronic platform for the collection of the tolls.

“Public advertisement has been done. A prequalification conference was held on July 3, 2025. 12 firms have submitted applications currently under evaluation,” he said.
